Public universities experience major challenges in the execution of effective procurement practices. The inefficiency and ineptness of procurement practices in many public universities contributes to a loss of over Ksh.50 million annually. The irregular procurement activities in public institutions have provided the biggest loophole through which public resources are misappropriated. Procurement procedure in public universities is very bureaucratic and quality is often not assured. Procurement expenditure could be minimized through effective procurement practices.That is why the study focused on establishing the effect of information technology, Organisation resources, procurement policies compliance and procurement planning process on effective procurement practices in public universities in Kenya. This study was guided by the supply chain operations reference (SCOR) model, system theory, institutional theory and resource based view. This study adopted a descriptive survey design. The target population comprised a total of 26 public universities in Kenya. The targeted respondents were 104 respondents. Regression analysis was used to achieve the objectives. The study findings revealed a positive and significant effect of information technology, organization resources, procurement policies compliance and procurement planning process on effective procurement practices in public universities in Kenya. The study recommends that public institutions should conduct trainings to increase staff computer literacy as well as invest more on ICT level of automation and ICT systems so as to have a significant improvement in implementation of effective procurement practices in the public sector. The study also recommends an increase in human resources as well as financial resources and improvement in practices involving resource distribution such as timely allocation of funds improve effective procurement practices in Kenyan public universities and other public institutions significantly.
